Soil and Water Conservation Districts are organized as governmental subdivisions of the state as well as political units, under NC General Statute 139. The five-member board of supervisors consists of three elected members: Shawn Lucas (Chairman) 252-315-9962, Timmy Mills II 252-885-0920, and Betty Brown 252-904-2516. Parker Philips (Vice-Chairman) 919-349-5494 and Brent Manning (Treasurer) 252-885-0576 were appointed by the North Carolina Soil and Water Commission.
